Philomena Leung is a Professor Emerita at Macquarie University and Group Executive Education at the Institute of Public Accountants (IPA). She has held multiple senior Professional roles, including Head, Chair of Academic Board and Associate Dean, in Australian higher education since 1990.
She has developed innovative educational programmes in areas including internal audit and risk, a multi-disciplinary cybersecurity hub, and a think tank for chairs of accounting and finance in Australia and New Zealand. She has also led research to develop an ethics education model for the International Federation of Accountants and was the lead author for the auditing text Auditing and Assurance, published by John Wiley & Sons. She received the Bob McDonald Award for Internal Audit in 2018.
Philomena developed the Global Certificate of Public Accounting (GCPA) programme for the IPA Group in collaboration with Incept Labs. The programme is described as the world's first interdisciplinary accounting certification programme using a research-based micro credential framework to address skills shortages, employment focused competencies and flexibility for professionals.
More recently, Philomena led the Incept Labs team supporting the Solomon Islands' Public Sector capacity building programme, devising a global competency framework for public sector procurement applicable to Solomon Islands and managing the first public sector professional procurement programme to be implemented in Solomon Islands.
